The Central Industrial Security Force (CISF) has signed a Memorandum of Understanding (MoU) with the Digital India Corporation (DIC) to modernise its internal IT systems, aiming to make administrative services faster, more transparent and accessible to its 2.2 lakh personnel through mobile phones.

The two-year project, signed on Tuesday, will focus on integrating the Force's existing digital platforms, improving cybersecurity and moving towards a secure, cloud-ready IT infrastructure. DIC, under the Ministry of Electronics and Information Technology (MeitY), will serve as the CISF's Strategic Technology Partner, Advisory Agency and Programme Management Support Partner.

The MoU was signed by CISF Inspector General (Tech & Provisioning) Sonia Narang and DIC Chief Technology Officer Debabrata Nayak in the presence of CISF Director General Praveer Ranjan and DIC Managing Director and CEO Akhil Kumar.

Over 40 digital platforms already in use

The CISF has developed more than 40 in-house digital modules to manage various aspects of its administration, including salaries, training, inventory and operational activities. These platforms have helped reduce paperwork and make services more accessible to personnel posted across the country.

One such initiative is the e-Karyalay platform, which allows officers to process files, official correspondence and circulars around the clock, including while on the move.

Other platforms are directly linked to the welfare and service needs of personnel. The e-Grievance portal allows jawans to register complaints and track their progress through fixed resolution timelines, including at the Force Headquarters. Of the 55,046 grievances registered so far, 53,043 have been resolved.

The e-Service Book portal enables personnel to check and verify their service records, which are important for medical benefits, housing facilities and post-retirement settlements.

The recently launched e-Anurodh portal allows personnel to submit routine requests, including leave, weekly offs and duty changes, across 40-50 categories through their mobile phones. The system is aimed at reducing dependence on physical applications and preventing requests from being misplaced.

The Force has also introduced dedicated portals for Ayushman healthcare access, mess feedback, welfare loans and scholarships offered by the Director General.

Two-year plan to integrate existing systems

Although these platforms have improved individual services, they were developed at different stages and operate separately. The CISF now plans to bring them together so that information can be shared seamlessly across systems.

The Leave Management System alone has processed more than 95 lakh transactions, highlighting the scale of the Force's digital operations.

As part of the partnership, DIC will begin with a three-month audit before helping the CISF implement the integration programme over the next two years.

The upgraded system will allow personnel to access services through a unified interface, receive automated alerts and track their requests in real time. It will also reduce the need to enter the same information on multiple platforms.

For senior officers, the integration will provide real-time dashboards with role-based access, helping them make informed decisions on manpower deployment, training requirements and resource allocation.

Focus on cybersecurity and data protection

Cybersecurity will be a key part of the modernisation programme, given the sensitive nature of the Force's data. DIC will help strengthen the existing security framework while ensuring that the CISF retains complete ownership and control of its data.

The upgrades will be carried out by the CISF's own technical teams, with DIC providing expert guidance, mentoring and knowledge transfer. The Force has also assured that all existing digital services will continue without interruption during the transition.

Speaking on the occasion, CISF Director General Praveer Ranjan said, "Our in-house teams have built digital systems that every CISF member uses daily. The next step is to make these systems work as one, so that personnel spend less time on paperwork and officers get accurate information when they need it. With DIC's expertise, this partnership will make our administration faster, more transparent, and more responsive to the needs of every personnel."

DIC Managing Director and CEO Akhil Kumar said, "CISF has built a strong digital foundation, handling lakhs of transactions every year. DIC will work alongside CISF's technical team to integrate these systems and strengthen their security. This collaboration reflects the Digital India vision of secure, citizen-centric, and efficient governance, extended to one of the country's largest security forces."

The initiative is expected to make routine administrative work easier for CISF personnel while strengthening the Force's digital infrastructure and improving the delivery of welfare services.
