New Delhi: The Department of Pension and Pensioners' Welfare (DoPPW) has begun conducting the 5th nationwide Digital Life Certificate (DLC) campaign in 2,000 cities/districts across India. The DLC Campaign-5 is in place from from November 1 to 30, 2026. The department has issued guidelines for this campaign through an official memorandum (OM) dated August 13, 2026. This is the largest DLC campaign ever.

"The campaign aims to reach pensioners living in remote areas of the country. A whole-of-government approach will be adopted, involving pension disbursing banks, India Post Payments Bank, Pensioners' Welfare Associations, CGDA, DoT, Railways, EPFO, State Governments, UIDAI, and the Ministry of Electronics and Information Technology ," said DoPPW release.

DoPPW said this campaign will primarily focus on promoting facial recognition technology (Face Authentication Technology). The Ministry of Electronics and Information Technology and UIDAI will provide technical support. Face authentication is a very easy and fast method for obtaining a Digital Life Certificate. It can be used on both Android and iOS, providing significant convenience to elderly pensioners.

This campaign will be celebrated as a "festival," offering pensioners a variety of services, including health checkups and Aadhaar updates. Where necessary, services will be provided at pensioners' homes. Grievance Redressal Officers will be deployed to address DLC-related complaints and ensure prompt resolution, DoPPW added.

It further said that senior officials from the Department of Pension and Pensioners' Welfare will monitor this campaign and conduct on-the-ground reviews in the identified states. In areas with a high number of pensioners, relevant agencies will organize "mega camps," which will also include senior officials from the Department of Pension and Pensioners' Welfare .
