Starting November 1, 2026, Delhi is enforcing a strict entry ban on non-BS6 vehicles registered outside the capital under the Graded Response Action Plan (GRAP).

Starting on November 1, 2026, Delhi has brought into place transport regulations that prohibit non-BS6 vehicles from entering the city if they are not registered in Delhi. The initiative is part of the winter pollution control drive by the Delhi government under the Graded Response Action Plan (GRAP), which will remain effective until January 31, 2027.

Which vehicles are banned and which are exempt?

The Delhi Traffic Police have issued directions that clarify who is eligible for entering the capital from neighboring states such as Uttar Pradesh and Haryana.

Prohibited vehicles: Non-BS6 petrol and diesel private vehicles, light and heavy commercial vehicles which are registered outside Delhi and do not comply with the latest specifications on emissions.

Exempted vehicles: Electric vehicles (EVs), CNG vehicles, petrol/diesel vehicles meeting the BS6 standard, and emergency vehicles.

Diversion for trucks: Commercial heavy trucks not going to Delhi will have to divert via the Eastern and Western Peripheral Expressway.

No PUCC, no fuel & doubling of parking fee

As part of their project to control emissions, Delhi officials implemented a mechanism where fuel dispensation is tied to emission compliance, and parking fees would be modified to discourage private car use.

Fuel station rules: Fuel stations as part of the Delhi will initiate a strict "No PUCC, No Fuel" rule. Henceforth, it will not pump fuel for automobiles lacking valid Pollution Under Control Certificate.

Parking fee has been doubled: The rates for the municipal parking of private petrol and diesel cars will be doubled from Nov 1 in all authorised parking slots.

Parking exemption for EVs: Electric vehicles are exempted from hike in parking rates for the promotion of cleaner means of transport.

Introducing new electric buses: To cater to commuters unable to travel owing to restrictions, the Delhi government is going to introduce 150 new electric buses in the public transport fleet.

Traffic police has advised commuters to check their vehicle BS6 compliance to avoid heavy fines and entry restriction at the border.
